Official factions should not have full control over indies. BUT

Say a smuggler is running, you tell him to halt because of <insert random reason here>, he runs away and docks, when you undock, it should be FULLY in your power to blow him up without getting sanctioned, you already stated the laws, he shouldnt just run away, it's a good enough RP reason to engage, in real life, you break the law and run, you will be taken down by force, why are indies protected so much here? You break the law and dont cooperate, you die, no engagement notice needed, COMMON SENSE.
