True, but Liberty has a massive Navy too, so if pirates get pwned because there is a LN convention than thats the pirates fault. Though I seem to fly through Liberty when there are no legals either. Guess that is more an OORP issue.

I have seen plenty of pirates in the Omega's. I don't travel through the Sigma's or Tau's a lot because the I have had a few run in's with the BAF grilling me on what I am doing coming from Kusari space and fly a Luxury Liner when flying a round trip. So I fly from Liberty -> Bretonia -> Rheinland and reverse.
