Judging by the fact that you don't have an arpee premise or even a backstory (!), this strikes me as being a brazen and unmistakeable attempt to form a faction for the sake of participating in being in charge of an official group, rather than for the purpose of furthering an innovative roleplay concept. Proving me wrong would be a good first step.
