No; in fact, it further validates what I say. The person you're quoting is arguing that any arpee premise you've already developed may be rendered useless once 4.86 has rolled around. However, given that you haven't, in fact, developed any arpee premise whatsoever, not even one conforming to 4.85 knowledge of Gallia and Gallic organizations, that argument becomes a moot point. In my opinion, this highlights my issue with "Les Vampirs" very well - tazuras' statement rests on the very fundamental premise that you already have some roleplay going, whereas you, interestingly enough, actually don't. Your Gallic Brigands group already exists and is present on the server, which leads us to one of two conclusions - one, that you're roleplaying ingame, in which case you should be in possession of a background concept (regardless of whether it'll remain practical for 4.86 use or not - this organization is active here and now, during 4.85) or two, which seems to be the apparent option based on your faction doc here, that you're not, which means that you have absolutely nothing creative happening at all.
"low life pirate scum - similar to the liberty rogues" doesn't hold water with me. Investigate the LR a little for some inspiration, why don't you? I'm afraid that criminal factions, no matter how "low life" they may be, aren't exempt from the same high roleplay standards everyone else is held to.
