Pirates and smugglers. However much money and power you obtain doesn't really matter in the RP. You are still limited to being pirates and smugglers.

Cooperative council and organized council is quite different. A council is not what I was referring to. A council has many forces at work each man trying to better his own people. What I meant was more like a monarchy. One single opinion driving all the outcasts.
You've said yourself that people don't know the outcasts. Therefore your "council" can't be a recognized government by every outcast. I honestly think you're putting too much power to it.

I have jumped to the Outcasts home systems on several separate occasions with different characters. I have been met with Disrespect. Hostility. No cooperation. So contrary to your "popular belief" you can't even began to speak for all of them.

Have you ever been to Omicron Alpha? Seen the planet? The big shipyard? Let's move to Omicron-85 (which, I'll have you know, I paid for, and I will not see it denigrated to a pirate hideout). Ever seen the very large Outcast Dreadnought? And above that, one of the largest and most heavily armed stations in Sirius, the Corsica shipyards? That produce large amounts of capital ships on a scale only possible with a House industry? The Outcasts are indeed a house. We have a planet with a full-blown government, we have a professional navy, and now even a police force. We have a very large economy based on the Cardamine trade, and, while some Outcasts do indeed choose to make a living pirating, we have a massive population planetside and a very large military. What Outcasts do outside of Maltese space isn't usually our problem unless it causes a diplomatic issue, but when they're inside our laws are in force. Why you don't see total agreement? Because we have the same problem as any other house (namely, people going off and doing whatever they want regardless of what RP calls for). No case, mate, your premise is whacked.
