You're a more-or-less organized group with a presence ingame. To me, that would seem to force the conclusion that you already have some roleplay going, no matter if it'll remain valid for 4.86 or not, unless you mean to suggest you're gaming on the GC server with absolutely no roleplay at all. I hope that makes my point a little clearer, it might've been misconstrued.

Perfect! This right here is exactly what I was hoping you'd show me, a roleplay premise for Les Vampirs. That's all I ask; an idea for developing your Brigands' backstories and ingame conduct. To me, it looked like BLACKWIDOW's original post had been written for the sake of running a faction and not for the sake of furthering a productive roleplay concept.
Anyway, now that I can see that at least one of Les Vampirs' members has something going, I can help you brainstorm possibilities on how to expand on the basic idea. I just needed to see that there was, in fact, something to work with, and that anybody helping you out wouldn't just be furthering some sort of drive for your very own fakshun.
I, personally, would suggest you take it easy on the political idealism - the Council and Maquis have both aspects of that particular premise pretty well covered. I'd also suggest you don't necessarily slump into generic "low life pirate scum" roleplay. Instead, I'd like to see you expand on the Robin-Hood-esque take-from-the-rich-give-to-the-poor la-bourse-ou-la-vie romantic highwayman deal the Gallic Brigands infocard seems to suggest. Be swashbuckling robbers. Steal the fat merchants' credits away with wit and charm. Do something fun with a great concept.
