Well, I think of it like this:
If they're giving away one of their most valuable assets, it'll probably been some joint operation. The US wouldn't give away an aircraft carrier without putting their guys on it to keep tabs on the rent-ees, so I don't see why a bajillion years later they'd do anything equivalent. Besides that, if they have some people on it (I never said man then entire ship and take orders from the Brigands) if those people get a message saying, "Yo! We need you over here!" then they could keep control of their assets better than, "Umm... Hey, Brigandish types. Could you, y'know, help us out? I know its alot to ask but umm... We're kind of not winning. We gave you the ship! We could be even after this!"
Supplies are a different matter. I think that if the Council is at least steady enough to own a planet, and they're on good enough terms to give them a cruiser in the first place, they'd probably spring for at least some of the supplies. They know the Brigands aren't wealthy, so I refer back to my hobo-sandwich analogy.
-Edit- (First paragraph) Not to mention that somebody has to fly the cruiser over, and I doubt the Council would get a skeleton crew to float it over to a Brigand base and then go, "Okay guys, we're on the next shuttle outta here! See you later!"
