Roleplay wise I would expect the Hunter to get the most profit out of the situation. He can either accept a good sum of bribe to let him go, he can blow him up and loot the cargo, he can report the trader to the LN and expect a reward or such.

Hunters are based on how much they can make out in space within the legal borders that are 'flexible' for them.

Order RP should be like capturing the transport and forcing it to drop all goods to an Order base.
