i don t know how weapons can really evolve much in the future. - weapons of mass destruction can evolve, cause "mass destruction" is somewhat extendable.
but a typical handheld weapon has its limits. - you can only shoot someone dead so much. - dead is dead. - a crude stick with a sharpened stone is as deadly as a sophisticated lasersword. ( at least when you re the victim, unarmoured and at point blank range - the difference is... the laser sword will probably hurt less and you die much quicker )
handheld weapons probably evolve in accuracy, range ( but only in terms of human limits ) - and custom adjustments regarding to the terrain they re used in ( cities, darkness etc )
but even the most accurate pistol is limited by the one using it - so i could imagine some computerized adjustments in a handheld gun that assists the holder to a certain extend, but thats not really the weapon itself that is improved, its the way to hit.
the weapon itself is probably just a bit ahead of the way people protect oneself. - so it mainly depends on how good personal armour is. - civilians will still not wear protective clothing i guess - military personel might use anything from a physical armour up to a shield generator.
personally - i think of freelancer weapons like weapons in the FASA game "Battletech" - which appears to have a similar tech-grade. - there you basicly have the same weapons you got now. - they might be lighter, have a longer range and are made out of more exotic materials ( so they re not detected ) - or they are just so small that they can be easily hidden.
but the very "normal" person ( pirate, thug etc. ) still uses the ancient pistol, cause for what he needs it for, its both, the cheapest and most effective. - and it can kill someone else just as good as a tank. - in battletech, "real" weaponsprogress ( that means - sci-fi weapons ) are only really large scale weapons that cannot be considered hand held anymore.
