I'm probably the last ring in RM command chain, thus my opinion is just mine... but I guess Wolf and Cillian were saying that... in SA space you can scan RM or don't do it. It's your choice and whatever will be the rule, RM will comply when flying in SA space. But when in RM space, SA will be scanned as many time as we like to do it; and also SA must stop in order to allow RM to scan them and wait for our permission before beginning to move again. Since this is exactly what happens with everybody else, alliate forces included.
