Exactly. If the pirates really wanted to do things right, they'd just fly up in their transports, explode the other ship, and take the goods and some hostages. But there is no interaction there and that's much less fun.
My take is that it's far better to pirate for less because it increases the chances of people going by again. When people are pirated for a lot, it seems they go out of their way to avoid such instances again. Where's the fun for you as a pirate there?
