The rules have been tightened a lot more recently since the beta opened up but the special RP requests were closed. So there was no outlet for any out of the ordinary things, which nearly everyone has at least one of.
Seth should go through the proper channels but as you said, the forums are officially closed and he couldn't just wait for over a year. (Yet the AFA request went through)

I doubt the Admins, or most of the community, would like to see the Harvesters in every ship known in Sirius. It's a simple matter of, why can they do it and I can't?
It has the potential to open a can of worms and even though it does make sense in roleplay and really would probably help the server in the end, it has issues.

The AI Cruiser is an AI cruiser. It isn't a Harvester cruiser. Therefore Seth's story can work easily. The AI may not be anything to do with the Harvesters after all.
