No doubt bounty hunters have a seedy side --just as they do in real life. As with Junkers and Hogosha, they have to be careful how, where and how much they let that side show. They certainly have to appear lawful in house space. As to the Guards side--that's their rp. I really don't have an opinion there, they can figure it out.

But a "Kusari" bounty by a quasi-legal group might not stand accepted as a lawful bounty within Liberty or Rheinland space for example by the local authorities there. BHs wouldn't be able to legally fulfill it publicly.

As to renegade and loose cannon hunters...the BHG would police them. I posted something about that awhile back. Break the "Code" in a way that makes the BHG look bad, you might be bountied or disbanded yourself.

I like Star Trek where Worf was "discommodated" by the Klingon high council. I can see BHG having a similar process.
