I think that the Order, while fewer in numbers, still has stealth, surprise, and higher level technology
The BHG will have it's forces spread far too thin eventually, fighting a gurella war against a technologically superior enemy...that and the Order forces being basically locked up in a fortress, it will be hard for the BHG to actually do anything unless Isis is lost
The BHG need to get more of a defense for their base in Delta, otherwise it will eventually be overrun by Nomads, maybe even having the order save their bums
If the BHG can manage to get a good defendable position in Delta (their base is more or less hidden, but not well defended) They may be able to push farther out into the Nomad worlds
