But a "Kusari" bounty by a quasi-legal group might not stand accepted as a lawful bounty within Liberty or Rheinland space for example by the local authorities there. BHs wouldn't be able to legally fulfill it publicly.

So if the Kusari State Police offered the bounty instead? They're a police force, who are the primary employers of the Bounty Hunter's Guild, and they are undoubtedly lawful.

Of course, the issue here is that people generally on't go offering bounties outside of the ZOI, which is the main issue with the problem we are discussing. All other "problems" lead from that.
