I do believe Freelancer tag and Vigilante ID can be used together (if a pirate ID can, I see no reason for a vigilante ID not to...but don't take that as fact...)

However, if you are intending not to be Zoners, a few things to bear in mind include: You would (in my eyes, anyways) not be exempted from NFZ violations (just a thought, as most of your ZoI contains freeports, which may even play host to those you would be hunting), and Zoners do not like people basing operations out of freeports (cf: FP 2 and Unioners). Both could negatively affect their neutral status.

IMG (ie, at FP 4), however, may be more accepting of your presence (so long as, again, you do not have a negative impact on their diplomacies...that is, no attacking Rogues or Hackers), as they tend to be less tolerant of contraband (although, most of the interdiction happens in the Taus, where only Outcasts become antagonised...)

With respect to Zoners implementing "laws", primarily, any "Zoner laws" exist to safeguard the non-combatant population which constitutes most of the faction. "No blasters on Freeports" essentially means "Don't bleed on our floor", and the "No fire zones" are to safeguard the integrity of a station (the reason such things usually emphasise good behaviour among capital captains). Contraband lists (in my opinion) fly in the face of the "free trade" ethos which a "Free"port implies ('tho I won't go any further into this, what with the current Council issues...)

Anarchy? Probably. In the sense of no higher governing power, and minimal rules/behavioural guidelines, but not necessarily in the chaotic, disorganised sense that is usually implied by the term...primarily because of the small scale on which the installations are run.
