Even if the BHs win, the order wont be defeated. They'll loose there base but they will retreat back into the shadows, back out of the spotlight they were dragged into by others and them selfs, back to what they were before the nomad war.

Something like that.

The Order will lose. Toledo will fall. The alliance will wither and die.

The Order would then activate plan X, or plan D, because plan B is simply too stereotypical, and break their fleet into "cells" or an every man for himself style.

They might also forge evidence of them being completely destroyed, so no-one comes after them any more.

Either way, they would lose their ability to traverse as openly as they did before, especially in the Omicrons.

Their new ZoI would probably be the Omega's and they would base their "cell" fleet spreading out from Bretonia into the Omega's.
