I think eventually the Core will "win" as far as driving off the Order in Minor, Delta, and the like. After all, the Order also have at least one House against them. The Core must have significant financial backers on top of everything (why else would they be after all that technology? buyers make sense to me).
Of course, giving the Order's nature, even that could be considered a strategic victory. Right now they're pinned down in a few Omicron systems. If they "lose", they get the chance to evacuate and rebase elsewhere, letting the Core deal with the main nomad threat themselves with full force while the Order can rely on stealth again. I'd say they'd establish some mobile bases in the Omegas to deal with the Wild and in the Sigmas to watch the other Wild. On top of that, some place in the Taus to stop any incursions of the nomads out through Outcastland. By keeping agents surrounding all the major areas, in places like around Delta, they can let the nomads and Core blow each other up, thus allowing them to contain any outbreaks rather than onslaughts (and get rid of a group hunting them).
In any case, the Order should do something. How are you stopping the nomads if the Wild are running around free, far from any outposts of any sort? :mellow:
