Make the Rules a little more pointed out maybe? An RP tutorial on startup perhaps? I don't know, some kind of small database that they're forced to look at so people can know what to do when they get in game. Just point out the Leetspeek is a sin, have them pick an Allabi kinda thing, and let them go from there. Oh and if someone had enough time on their hands, an overall spreadsheet of the factions with summary detail of who they are and how they act, etc. etc.

If you want them to stop, help them.
