I've found that particle guns are still an acceptable exception to this. Graviton shields are still very common, after all. Swapping a shield buster onto my Scimitar does drop shields faster, but with Krakens, they're both effective choices.
Of course, this is from experience as an Outcast. It may vary for the Xenos (more energy used) and BHG (less damage).
