yeah ive seen it done...however technically they arent in violation when they do it because:

6.19 Pirates have a right to deal as much damage as they see fit before or after demanding money from a trader ship, but killing trader ship before demanding money or cargo is not allowed.

Actually no, this is incorrect, see this rule:

6.21 Attacking without an engagement notice is not allowed. All attacks must be preceded with some form of RP, regardless of NPC faction diplomacy.

Dealing damage counts as an attack. Now they dont have to make a demand right away, but they do have to say they will attack. I think an addition to rule 6.21 saying it supersedes rule 6.19, or rule 6.19 saying that rule 6.21 still needs to be followed would be nice, just for clarity, as I have seen this said elsewhere.
