The rules state you may not engage without notice, right? Well they are. But you have No way to actually prove that.
Why?
Easy. You jump out of the lane and see a pirate in a roc bomber. You begin to rp how he should leave before you bash his pretty little face in, while you type you loose your shields.
...
Sindroms ... from what I read of your post here ... YOU gave the engagement notice. You made the challenge by stating THEY gotta leave. They were responding to your threat.
Had you said nothing before they opened fire you'd be correct. But way too many times I've encountered lawfuls who've given me an ultimatum followed by a 10 second pause and then followed up by a barrage of gunfire, missiles and CD's.
If I'm sitting there minding my own business on my pirate vessel and you show up with threatening talk ... you've already initiated hostilities (verbally). If I choose to depart in peace, are you going to let me depart? Too often I don't get the opportunity to leave in peace. I usually get the "we can't allow you to leave alive" ... where's the RP in that? If the lawfuls would actually give us the opportunity to leave (sometimes I get a decent chap to let me go) then you wouldn't have trigger happy bad guys. But you lawfuls gotta be willing to let the unlawful go when he's voluntarily gonna go.
