prior to the rule revision, people did get sanctioned for having ships sold on bases they couldn't have landed on with their current rep.

Further, from the chart that you so sarcastically referenced, or more accurately the accompanying admin post:

* To determine which faction a ship or weapon belongs to, first read the infocard of the ship/weapon. If the infocard states the faction owner of the technology, then that may be all you need to know. If the infocard does not state faction ownership, then the technology may be considered to "belong" to the owner of any base where the technology is sold, even if that means it "belongs" to multiple factions.
