Well, some of the core systems. Vanilla-wise, Dresden is all but empty of a police presence and Stuttgart is only half-covered, that's just what I thought of offhand. But I do know what you're saying. NY should be far more secure than it is, with the exception of the Badlands. The police don't venture into such places, after all.

Camping in any form isn't so fun though.

I'm not sure a Gunboat would really correlate with a tank though. I think Sirius is a lot closer to a Wild West civilization than present day. A Gunboat would be more like a wagon out to rob a train, whereas a fighter would be a guy on a horse.

I'd like to see more piracy out in the independent worlds though. It makes lots of sense. But on the other hand, when it happened before in Sigma-13, it didn't really change anything.
