The bases you mentioned aren't lawful, I mentioned that unlawfuls are allowed to use civilian ships only available on lawful bases because if unlawfuls are allowed to do it, then lawfuls are allowed to do it as well (that is, use civilian ships only available on unlawful bases). For example a Xeno could fly a Kingfisher, a civilian fighter, even though it's only available on Manhattan. Likewise, a Gaian could fly a Clydesdale, a freighter only available on lawful Bretonian bases. This is documented. It's assumed that you acquired your (easily available civilian ship) through other means than actually physically landing on the base.
