Regardless as to whether its a glitch or not, its built right into the game mechanics, and I think FL only cares about the rings infront of you, not the ones behind you so I doubt that changing it to be otherwise would be a walk in the park.
To put it simply, we can't exactly change it easily, and to put a rule for it would be to... unwieldy. So it is a legit tactic.
