I don't think the actual standard for giving out caps would be that harsh.. Sheesh. What's with all the complaining, I do not know.
Like every time, we get the "Oh factions will want to restrict how we RP".
Or thinking that the standards will be madly huge.
Fact: -You-, who do RP, at least a bit, are -not- to be affected by such a change.
It's the same each time. All the self righteous defenders of the plebs, women, children, small forest animals, nature, and whatever is the trend exaggerate, panic, and over-theorize.
Can you honestly tell me that when you see a destroyer, cruiser, or battleship lolling around, killing Light Fighters, while not RPing at all, would not deserve it's ship privileges taken away?

And don't think for one second that you'd have to write pages of RP.

The main argument'd be how you act in game.
I'd give out caps to anyone who proves they have at least very basic skills in English, RP at least a bit, and can name their captain and first mate.
Then, I'd only take them away from people who are proven to abuse them on a regular basis.
Tell me one argument against that. Hm? Go go go?
And as for the... "Every ship can be abused." sentence.
Yes, precisely, absolutely, sure it can.
But. What you forget is that a capital ship, and nay, a group of capital ships, can do much much more damage than a few fighters can.
Plus, RPing a capital ship is a harder task than RPing a simple fighter.
And to preempt the "Bomberswarm oorp people" arguers, what's the logic in having to work for two hours to have one hour of decent ingame activity?
To preempt the faction - indie conflict enflamers, since applying for these things would be public and fully transparent, as well as taking them away, I don't see one single way of this getting abused.
Faction prejudices an indie and doesn't give him his cap because of personal reasons? The admins/community/eager to defend injustice people like n00bl3t for instance rise up against them as soon as they see it.
Faction caps misbehave? Anyone files evidence of repeated abuse and they get taken away too.

Ain't a place I'd like to hang around. And if the trend of things continues, I don't see the community stagnating, nor improving, but degrading in quality, and I see people leaving in the future.
