Should the Order be "out there"?

The BHG, in my mind, complicate matters for the Order in more ways than one. Before in vanilla, the Order didn't have many bases to defend and didn't have stations other than the Osiris. Now they have a guard system full of shipyards and an inhabited planet.

My personal thinking should be that Order capships should stay in the Omicrons just like the BHG capships. However, I think the Order should have small fighter squadrons operating in almost every Sirius system. Definitely in every House capital. Think of a Zoner faction except instead of being openly neutral with everyone they are secretly neutral and openly hostile with most.
