I don't think they are. Couple days ago I fought against an LABC with Flak. He hit himself more times than anything else, and ended up killing himself in the end. (He didn't actually hit anyone else with the Flak...)

I've also seen similar results in fights against Carriers that mount Flak.

Putting Flak turrets on rear firing turrets and blasting away sounds like fun. But on one condition: they actually drain a Transports power core. Maybe not quickly, but noticably. Kinda like shooting x4 shield busters on a heavy bomber, maybe.
