Yes, that's true. All battleship shields cannot be hit by rocket fire. Well-known bug, that's the reason why they are removing shields from Evolutions. But lack of shields causes camera shaking, which, believe me, is much worse in a PvP fight (any fight, actually) than disabled rockets. Asked about this camera shaking long ago at Pathfinders, they told that it's impossible to change this.
