Congressmen;
It has been entirely too long since we have enacted a session of Congress, and I invite all of you to participate in this first of many to come. Matters of grave importance have arisen, and we must act as a unified front.
For those who have yet to discover this, the Kusari Naval Forces have fallen under complete sway of the Hogosha. They are brazenly attacking Junkers in Kusari, in the Taus, and in Leeds. They have identified us as enemy combatants with no due cause or process, choosing hatred of that which is not their own over the providence we could provide.
We must progress in turn. I am going to offer courses of action to be followed.
Course 1: Stay the course
- We continue occasional, covert forays into Kusari to support the Golden Chrysanthemums, the Blood Dragons and the Consortium. Military force is to be kept to convoy support only.
Course 2: Retaliation
- Jackal Wing is activated. Kusari national war assets are engaged as enemy combatants. Aid is offered to the Bretonian Privateers. Congress vessels are kept out of active combat for political reasons.
Course 3: Withdrawal
- To preserve tenuous relations with the GMG and protect Yanagi Depot, we draw all Junker support from Kusari.
All three options have these common factors:
- War materiel support continues to be offered to Bretonia.
- Yanagi Depot is now under direct threat, not only from the Wild but from Kusari itself.
- GMG relations, which were fortified during the great strife of Sigma-13, are at risk of eroding and must be restrengthened.
