Hm. Unfortunately, we can't slow down production of our capital ships. Despite the fact that so many are taken down to Liberty, many are also used in our war with the Corsairs, and since we don't have any reliable way of knowing which is which... We can't sacrifice that force here, even though - because much of it is taken elsewhere.

However, I had an idea. I need to get the rest of the Council to approve it, but that will not be difficult.

This will not apply to the Brigade, the Reapers, or the 101st, as they are beyond my authority, but they are not usually the problem.

• Outcasts in Gunships must split their profits with the Liberty Rogues and Lane Hackers in order to dock at their bases. I think 25% is the best number to use; it should easily cover supplies if the pirate is remotely competent, and it's not so high as to have Outcasts refusing to follow the order. I wouldn't worry much about them using Freeports or Junker bases instead; the Jersey field is not pleasant for a gunship, and we can't reach any safe Freeports. If it does become an issue, we'll revisit this.
  
• Outcasts in Destroyers or larger ships are to leave Liberty immediately when asked by the Rogues, Hackers, or ranking Outcasts. Failure to comply may result in the boarding of the vessel and execution of its captain.
  

Please keep in mind that this is not yet in effect. When I make the public announcement, it will be.

You may note that this proposal doesn't cover small craft. In my experience, the maintenance and supplies for small craft are far less expensive, and this also easily allows for them to be used to escort Cardamine transports without issues. I also get the feeling that when told not to bring their capital ships, most of these pilots aren't going to want to use a fighter; they'll just go somewhere else.

It also doesn't cover pirating transports for a very simple reason: if they moor with one of your bases, they're very likely to simply sell their cargo to you, which you can then resell for more money.
