As I've said before, I think a lot of the problems are related to the fact that there is no actual ingame connection between the Phantoms and the Discoverse. Sure, they have a pair of bases, but what else? If they're so powerful, why isn't there even a single mention of them or even the wreckage of a base? That's the first thing that needs to get addressed.

The other thing is, of course, the fact the diplomacy seems very wacky. If it didn't stand out, a lot of the complaints about the Phantoms standing out in a negative way would be affected. To be more specific, if someone proposed a faction right now with the same diplomacy, would it be accepted or flamed?
