The BAF is not lacking for activity, Coin. It's not like we're talking about taking the BPA's job here.
It's a well-reasoned RP concept that doesn't quite fit in the BAF (existing player faction or NPC faction), and it should contribute to the RP of the BAF better as a seperate entity than as part of the BAF.
I obviously support this, though I'm not planning to join. Still, I'll watch for you in-game for some RP when the server's back up.
