If you use the technology compatibility chart, rumors and infocards as a guide--Junkers are not "well respected" by ANYONE in Gallia. They are allowed easy access bases--even on the trade lanes (which shows some official acceptance by the government as does their recruitment as spies). The criminal rumors and base info show that Junkers have had a tumultuous relationship with criminals often filled with betrayal or an outbreak of hostility. The sort of thing one might find working with hired mercenaries who don't necessarily share their employers loyalties.

If you look at the tech chart, the fact that Junkers are not allowed either sides non-civilian weapons shows their lack of status--even within the monarchy. Junkers have obviously been kept "needy" by both sides to keep them useful.

I would imagine a small percentage of the first Junkers were actually agents for the Crown--mixed in to "spy on the spies" and perhaps assit or perform highly classified actions. Only a very select few Junkers would probably have been allowed to know who these agents were as needed. So the governemnt agents would be the most unknown, Junker spy leaders the next most secretive and then your rank and file Junker spy whop would be a foot soldier doing the dirty work--like a seal or commando team dropped behind enemy lines.

Think of Royal agents with them as CIA operatives working with their support and in charge overall as needed, the Leading Junkers regularly in contact with Gallia as forward deployed intelligence officers and the rank and file Junker as a field squad of commandos. The rest would have been simply 'cover" and manpower--used unknowingly.

A Junker exposed as a Gallic operative would certainly be hostile to the Council and vice versa. Some may have managed to keep their covers and still be unknown--a state the Crown could use as blackmail or incentive to keep a Junker working for the monarchy.

A Junker in Gallia should be free to bend weakly either way or strongly one way or the other. Known Gallic Junkers who have been open with their loyalties would be green to one side and red to the other and those playing the middle would be most like the ones in outter Sirius--allowed and used but never fully trusted.
