Well it's certainly no great leap of logic to go "Hogosha hate junkers, hogosha have great influence in Kusari politics, Junkers are outsiders and associated with criminal activities, therefore we don't like junkers and we want them to get out."
Also, how is playing both sides of the lawful/unlawful divide any different in Kusari than it is in other houses?
In addition, why wouldn't House shippers look badly on Junkers? Not only are Junkers competition, they're associated with criminals everywhere, which are definitely bad for business.
