Yes, I've used Jasc Paint Shop Pro. I've also used Photoshop, and Gimp, and Paint.net and Inkscape, and MSpaint, and Blender and Ulead and Open Canvas and ...list goes on...

Getting Photoshop/Paint.net/Gimp is a good idea, however, it's the lack of knowledge,
that is letting MasterZergGoo down for the majority.

No new program can help that.

Keywords: Research, Starfields, Starscapes, practice, Stylization, practice, "don't give up", Solar Winds, Nasa, Nebula, Variety, Color. I'm sure there are more stuff to search for.

Masternerdguy: It's not the program that'll help you, (although I too suggest you get something other than Paint Shop Pro; At the very least get Gimp or Inkscape,) The thing that'll help you the most in the longrun is you need to upgrade your graphics skills, and observation.

Either that get someone to do visual stuff for you.
