You are correct in that I should clarify the nature of their usage of Puerto Rico. The shipyard and posts are open to a variety of factions already. Thus far, none have made their move to invade because of the repercussions involved. It's common sense. Perhaps in your new role you yourself are forgetting that we don't necessarily have to have similar goals with a party to strike a deal with them?

But you're correct. The Deaths| group should be made aware that usage of Puerto Rico is for commercial and resupply purposes only. There will be no staging attacks from here. There will be no threats to our sovereignty. There will be no shifts in diplomacy resulting from their words or actions that will threaten the standing of the Congress with any faction, directly or indirectly. Any moves which can be interpreted as violating these terms will swiftly bring about a re-evaluation of the deal. Any damage to Junker assets or future acquisitions that we deem an unacceptable rebalance of risks versus benefits will also cause a re-evaluation of the deal.

The Deaths| are being allowed to purchase munitions, ship parts, rations and fuel only. Then they are to leave. Puerto Rico is not a place to stay for them any more than it is for a non-junker trader who finds his way in.

I'd hoped that would be clear. It should be now.
