The weapons, roleplay wise, are simply this....Out of the question.

Just THINK ABOUT IT

The council has been fighting a WAR against the Navy. They are on Limited supplies, manpower, ect. ect.
-----Why would the Council give up the very limited supplies they have to hold their position.
Keep in mind that the Council is the only thing really holding the Opening to the Jumphole to sirius....
They are fighting on the losing side of a rebelling. They are against a well trained, well disciplined, and well equipped Navy. It's a surprise that the Council hasn't fallen yet.

So council weapons wouldnt be available either. Their simply aren't enough.
