If no-one goes there, that makes it a perfectly good place to sneak through as a trader.

But then again, where traders are, pirates are. So, if the pirates come, the lawfuls will come. So when the lawfuls come, the system will become populated and make use of lawful protection. So the entire thing is moot.

Might as well just stay out altogether.
