Now, while I agree that Military factions should leave the Police to do their job, there's a fundamental issue here:

Sending, say, the Liberty Police to deal with a gunboat infestation is like sending a couple highway patrol cars out to intercept some psychos that stole Bradleys and are parading down the road shooting up everything as they go.

There is one other, arguably bigger issue.

Imagine the QQ if the Military indies were told they couldn't chase down pirates like they currently do?

If we go to RL examples, does the police send tanks to capture smugglers? (LNS).

This proposition looks fairly good to me. It would split the activity much more than on military factions only. Sure, the navy can jump in, but when it's something big (for example, a Xeno swarm, LR scyllas, etc). For "minor issues" (AKA barghest on the lane to West Point, GB camping New York jumpgate) the navy, and overall LNS, shouldn't even bother to go there.
