Should we get Diffrent types of civillian guns?

I really don't see the roleplay reasoning behind this. Bowex does Bretonia's exploration. Why would Bretonia say 'Hey, go explore this new scary system for us. But please use your terrible guns to defend yourself. We'll let BMM design our battleships but they shan't be trusted with decent guns, even though they probably build them anyway(????)'
I'm just completely certain that this line of reasoning makes absolutely no roleplay sense at all. And they're weak for 'roleplay' reasons right?
This next bit is the killer, so I'm going to do it in size three!
People always say civilians can't be allowed military technology, so they have to use civilian weaponry. If they complain, they are told 'use codenames'. Right, so they're not allowed normal military technology. But cutting edge experimental super secret military and pirate weaponry? TOTALLY FINE GUYS GO CRAZY WITH IT.
There is no roleplay reasoning behind flashpoints being much worse than they should be.

Edit: I know that flashpoints aren't terrible. They're certainly workable. But they are a little over 200 damage per second weaker than all similar guns. Like over 10% worse. And the only reason I have really uncovered for that is that people don't want everyone to use them. They're 8.33 laser weapons, guys. Have you literally ever seen anyone, even a bounty hunter, using their 8.33 laser weapons? They're really not that popular. And their one does 1915 damage per second. You could put 200 dps on flashpoints right now, and nothing would change. They wouldn't start appearing on mercs or outcasts. But the few guys who do use them would no longer have to suffer for sticking to their roleplay, even when it runs contrary to common sense (which still exists in roleplay, remember.)
