I didn't want to mention the ban here yet...I knew it would come up
I was there in game when it was stated (I cannot recall who did.... I think it was Alweirk, but I am still looking into the issue), but I am currently trying to track down the official declaration on the congress forums

I'm not on my home PC now, so I can't check if I have a screen shot of it
