Well, if you see me as some blockade, that might be, but maybe you do not care about the other voices, which raise points against lacks in your story and behaviour?
Anyways. I will try another approach and give you hints an how your thing could work.

What you did, was floating around in New Berlin orbit and yelling something like "We are the Inquisition. Are there any Nomad threats in this area?" I highly recommend NOT to do that again. Nearly all Rheinland Military officers (except some high ranked ones), police forces or traders do not know about the Nomad threat, nor about das Wilde. The MND does, but neither they have an official faction, nor should they be around very often in public.

Several people blamed you for inacceptable behaviour against the Rheinwehr authority. But that could turn out as something useful for you: Ktayn raised the point, that you have the possibility to ally with the Bundschuh, because they know about the Nomads. Although that would make you enemies of Rheinlad officially, you could continue your crusade to crush the evil Nomads. You know... like the Order does in Liberty. While writing these lines I see you as some wing of the Order more and more... maybe you talk to the Order leaders, and see what they say to your ideas. (Tenacity said a lot already, but let's see what Rand Seith or SwissScorch bring up.)

Again: one of my biggest concerns is your demand for a Carrier/Capital Ship. First of all, there is no chance for you to fly it legally in Rheinland. Absolutely no chance. But if you want to use it as some kind of supply ship, why don't you station it outside Rheinland, close to the border? Sigma-17 for example. We wouldn't raise any points against that. Alternatively you could station it in some remote Omega system, but I suggest to fix your reputation ideas with some factions first.
Example: You fly around with Order chassis. The Hessians wouldn't like to see that and they control big parts of the Omegas. Ask Blodo for the Hessians point of view in this case. Just putting everybody to neutral isn't the best approach.

I doubt that you will accomplish to create a lawful faction for this purpose. But that needn't to be something bad, just communicate with the Rheinland unlawfuls, they are much nicer then me.
