A gunboat can thrust faster, is a smaller target than and has a smaller turning circle than a big transport. This was why I passed very close by on a few occasions - it took a while for that big transport to turn, and I could put 1.5k or so between myself and it and go back to using missiles. There were two small transports, too - Percherons, I think - and they had an easier time keeping up with me, so I drew them off, shot them, and then you cruised forwards. Don't know if you'd noticed or not, but some gunboat weapons have a range over twice that of the longest-ranged transport weapons. So I tried to keep 1.1k between myself and the transports, unless one broke away from the others, in which case I closed on it and used all the gunboat's weapons. Why on earth would I get in range and just sit there shooting? Imagine if a fighter did that. It would go down in seconds. Of course you couldn't shoot me. That's the point of carrying long range weapons. It's no reason to cruise to keep up. I certainly didn't use my cruise engines.
... by the way, what were Junkers doing carrying slaves around in what appeared to be Bretonian cargo ships? Or flying past the Mississippi and using a trade lane when they were trafficking?
Yesterday, a couple of Universal fighters were fighting an Outcast fighter. I had that same gunboat sitting about 3k out, and there was another fight going on about 10k away. A Legacy vessel came along, said 'engaging' and proceeded to attack the Universal fighters. I have to ask: why is a Junker openly aiding an Outcast in full view of multiple lawfuls?

So you just wanted him to let you. kill him? Since you attacked them.. they are just suppose to make sure they cant catch up to you and die, without being able to shoot you with their turrets?
