Are you saying this from the perspective of the characters or as a player?
To answer you RP-wise: Most Zoners absolutely loathe it when Corsairs or anybody uses their bases to lunch attacks. It's considered abuse of Freeports and such individuals are persued all the time. The Zoners Consortium, for example, tries to uphold this law whenever they see it broken.
To answer you as a player: You cannot expect for Zoners, a faction that has existed since Freelancer was released in 2003 or whatever, to suddenly change. This is embedded roleplay. There are aspects that players can change in-game and then there are aspects that are just beyond our control. You can't make Freeports NOT free especially because we're not the Dungeon Masters here.
This is what I mean by roleplay that can go too far. Every character can concievibly persue any roleplay path he wants. But the player also needs to consider that some RP ideas, especially when they're not addressed out of character first, can really turn things upside down.
