We've certainly RP'd through that little deal - and right now we primarily ignore it. Along with the bounty on BHG in Rheinland and Bretonia as well. Primarily because we're still the biggest, baddest hunters around. :)
The whole point behind requiring forum bounties in the first place was due to random PvP'ness. The admins wanted to put a stop to it - so they began requiring bounties on criminals, so that we couldn't just blast them simply because they were criminals. We had to have a REASON to kill the lane hacker in California. Thus was born the blanket bounty.
There was complaining about the blanket bounty on Junkers as well, and that certainly was RP'd through. Now there have been MANY recent incidents where players are using the Zoner ID to smuggle and violate house laws. The main response by the Zoner Council is - we can't police what independant Zoners do because they're - well, independant. So I see this bounty as a response from a government saying, Well, boys, it's time to clean your OWN act up. You don't want to control what your indies do - we'll make sure that you pay attention to them, and maybe someone will quit violating our laws. You're all a bunch of foreigners anyway, so get over yourselves.
The sheer fact is that many people have felt that since they have Zoner ID that they're immune to having bad things happen to them - and I've HAD Zoner players tell my LPI character that I can't stop or fine them because they're Zoners when I've CAUGHT them smuggling. I'm not saying that it's the ZAS or the TAZ or any of the regular factions doing this - but basically the actions of the indies have tainted the actions of the factions. (And no, I didn't intend for the alliteration or any humor there.)
