Nevermind your registry or demanding long and dull hack attempts at sci-fi - if someone, player or faction, can play a cap ship in game with some degree of competence, that should be enough. Leading by example is another. If someone is acting like a nub, you'll hear about it and you can deal with in game pretty easily using the time-honoured "carrot or stick" approach.
