I approve of this seperation, due to zoners invading Bretonia and other such nonsense that could have possibly arisen from 'confusion' on this issue. A nice proposal; however it is infinitely inferior to my own, which you should all read. (It is in my signature.)
I like the idea that new members get given civilian ships - that sort of thing doesn't really happen here, and not only is it a sensible move in roleplay, it's also kind of a cool way to spot the veterans. I heard you guys might not be getting anymore gunboats, either, for the same reason.
Anyway yeah, I think the seperation is a good idea for a whole bunch of reasons, not least of which the fact that there are a bunch of people in QCP who are not in BAF|, but currently technically are. Which is weird. Get out of my skype chats!
