Privateers are government sanctioned pirates.
They have used throughout history to cause harm to whatever nation's enemy.
EG, English privateers.

The spanish gold ships coming from the new world would be pirated by these privateers and the English crown would be happy about it. Not only did it damage Spain, their rival at the time, but also it could sometimes fill the coffers of the English nation, depending on how the privateer did things.

They are meant to work in Kusari and outside of Bretonia. Why the hell would they pirate ships in Bretonia that are helping Bretonia?
